ACCOMPLISHMENTS

As mayor I have followed through on my campaign promises and my focus has remained on image, infrastructure, and professional jobs. Working alongside the city staff, we have done that and more.
ACCOMPLISHMENTS
Roads and Infrastructure
  • Led City to repave 67 miles of road between 2017 and 2020 compared to 16 miles during the previous three years

  • Worked with Tennessee Department of Transportation to widen New Shackle Island Road

  • Received permission from Tennessee Department of Transportation and constructed a new traffic signal on Gallatin Road at Stop 30/Bluegrass Commons Boulevard

  • Requested and received permission to create a new traffic signal at ramp from Vietnam Veterans Boulevard to Center Point Road

  • Found opportunities to annually generate $600,000 in city revenue from sources outside Hendersonville to pay for infrastructure

  • Repaired more than 40 drainage problems that regularly caused flood damage

  • Increased fees on builders for building permits to cover the actual costs of their inspections

  • Launched the city’s first curbside recycling program to reduce costs of landfilling and saving more than $10,000

  • Started a partnership with utilities to share the costs of paving 3 streets

  • Fixed 2 major leaks at the police building

  • Launched the 911 emergency communication center for more efficient service

  • Worked out payment arrangements with vendors to allow city to repave roads during months of low revenue

  • Funded and achieved approval from the state for two new traffic signals on Center Point Road and on Gallatin Road

  • Convinced utility providers to decrease fees for new fire hall

  • Implemented the storm water utility to fix drainage problems across the city

  • Planted 100 trees at entrances to our city to improve the aesthetics of our city

  • Brought together the owner of Bradford-Berry House and a potential buyer to preserve a historic home

  • Held 5 events to pick up litter across the city

  • Generated dozens of positive news stories by Nashville Area media

  • Developed relationships with reporters for Nashville Business Journal for better exposure of Hendersonville as a location for professional employers 

Families and Safety
  • Apprehended 130 criminals that other jurisdictions could not catch

  • Helped launch Senior Ride for citizens unable to drive

  • Encouraged greater participation in 4 running races to the benefit of several non-profit organizations

  • Helped revive the Nashville Symphony’s performances at Rock Castle

  • Launched a summer reading program for 53 elementary students 

  • Secured monthly donations from local business for 2 of our schools

  • Read to 51 elementary classes

  • Participated frequently in Biz Town and career days 

  • Personally thanked principals of every public and private school in the city

  • Launched a first aid vehicle in Drakes Creek Park

  • Initiated permission for a new walking trail near Walton Ferry Road 

  • Opened a greenway near Station Camp schools

  • Secured a $100,000 grant for commuter buses to and from Nashville

  • Opened Volunteer Park 

  • Streamlined property maintenance complaints to better service neighbors living near unsafe situations

  • Recognized dozens of exceptional teachers and thousands of dedicated students

  • Closed a dangerous gap in the fencing at Drakes Creek Park that allowed soccer balls (and kids) to run out into traffic.

  • Coordinated the construction of Mary’s Magical Place 

  • Launched Hendersonville Racing Series and a new route for the Hendersonville Half-marathon

  • Facilitated a future rugby park with 2 full-sized fields, unlike any other rugby complex in Tennessee

  • Added pedestrian access to the back of Drakes Creek Park, reducing traffic in the park

  • Achieved the lowest insurance rating (3/3X) in the city’s history, saving homeowners money on their insurance costs

  • Built a new tower to improve communications for first responders

  • Purchased specialized cameras that enable our police to catch car thieves entering Hendersonville

  • Launched Coffee with Cops to bring residents, businesses, and police officers together in dialogue

Accountability
  • Increased attendance of planning commissioners and golf course commissioners

  • Found harmony between our codes department and builders on increased permit fees

  • Implemented annual reviews of all department heads

  • Forced $12,000 in payments from our two biggest property maintenance violators

  • Changed to an online system for employee time-clocks

  • Implemented an email reporting system for pot holes

  • Held developers to their obligations in Mansker Farm, Berry Hill, Durham Farm, Stonecrest, Millstone, and on Spade Leaf Boulevard

  • Followed up on the work of 720 outstanding permits to assure residents that construction companies had performed work up to safety standards

  • Responded to 2,900 emails from residents

  • Hired 4 new department directors (Planning, Codes, Finance, and Parks) 

  • Reduced City Hall turnover to less than 10 percent annually

  • Implemented a plan that made our staff salaries more competitive to keep our talented employees working for us

  • Initiated new investment options with less expensive fees for employee retirement funds

  • Developed a proposed budget with a $400,000 surplus for later infrastructure needs

  • Avoided increase to employees' share of health insurance 

  • Cut paperwork for police officers going to court

  • Appointed the 1st woman to serve on golf course commission

  • Supported 1st woman to serve on industrial development board

  • Reappointed 1st African-American woman to the planning commission

  • Appointed 2 additional women to planning commission

  • Appointed a woman to city’s solid waste committee

  • Led city to hire 1st female firefighter

  • Hired the 1st woman to lead the county 911 center

  • Led the construction of Fire Hall #2 under-budget

  • Placed BOMA meetings on YouTube with links from city’s web site

  • Started "Hendersonville Mayor" Facebook page to distribute information to the public

Cooperating with Other Governments
  • Secured an alternative and less expensive landfill for Hendersonville’s trash (Gallatin, Sumner County, Smith County) 

  • Secured a grant to cover most of the cost for commuter buses (Regional Transportation Agency)

  • Secured funding for several current road projects (Transportation Committee of the Greater Nashville Regional Council)

  • Applied for federal grants to construct a new road and tunnel to solve traffic problems at Saundersville Road and Vietnam Veterans Boulevard, saving citizens $10 million (TDoT) 

  • Secured permission to construct a traffic signal on Gallatin Road at Stop 30 Road (TDoT)

  • Secured permission and funding to allow the City to start the process for a new signal at Center Point Road and Vietnam Veterans Boulevard (TDoT)

  • Influenced the design for widening Vietnam Veterans Boulevard (T-DoT, other mayors, and county officials)

  • Shift city borders to allow better road maintenance on Big Station Camp Boulevard (Gallatin)

  • Adjusted urban growth boundaries and secured Hendersonville the opportunity to purchase property that Goodlettsville owns in Hendersonville (Goodlettsville)

  • Launched a 911 communications center that provides better service in emergencies (Other city mayors and county officials)

  • Improved the safety for people walking and driving near Ellis Middle School (Sumner County Schools)

  • Caught criminals involved in selling drugs in Hendersonville (18th Judicial Drug Task Force)

Economic Development
  • Experienced $134 million investment in commercials building

  • Assisted the city’s top 20 employers to create 400 more jobs

  • Connected employers to more than $456,000 in state grants for investment and job creation

  • Met with multiple companies looking to relocate and invest 

  • Assisted a company investing on Rockland Road

  • Began an advisory committee for economic development

  • Met with our top 9 employers: Nashville Wraps, Xtend Healthcare, STR, Windham Partners, Hendersonville Hospital, Betty Machine, MGM, Sam’s and Walmart

  • Welcomed an additional 35 business owners new to the city

  • Brought together possible partnerships for vacant buildings 

  • Brought together possible partnerships for business land on South Center Point Road 

  • Started an advertising campaign for Hendersonville property available for office development

  • Brought together owners of 15 West Main Street properties to start working cooperatively

  • Developed a team to seek a federal grant for interchange at Vietnam Veterans Boulevard and Saundersville Road

  • Supported the opening of 2 destination restaurants on Sanders Ferry Road

  • Hired a mayoral assistant for economic development

Additional Accomplishments
  • I refuse to use city vehicles for local transportation.

  • I refuse to submit mileage reimbursements for personal vehicles being used for city purposes.

  • I returned more than 20% of mayor’s office’s budget to the general fund.

  • I met all city employees soon after being elected.

  • I have attended 97% of board of mayor and aldermen meetings.

  • I have attended 95% of the meetings of the Emergency Communications Center board.

  • I have attended 95% of meetings of the Sumner County Resource Authority board.

  • I have attended 94% of the meetings of the Greater Nashville Regional Council/MPO, which meets monthly.

  • I have attended 92% of the meetings of the RTA board.

  • To receive input from bodies he is not part of, Mayor Clary has attended multiple meetings of the Capital Projects Committee, Planning Commission, Golf Course Commission, Industrial Development Board and the Parks Board.

  • I met with the board of Nashville Electric Service. 

  • I attended several meetings of the Union University Advisory Board and more than a dozen meetings of the board of directors of the Hendersonville Chamber of Commerce.

  • I completed the Elected Officials Academy Level 1 and Level 2 from the University of Tennessee Municipal Technical Advisory Service.
